Newsweed: “140 products, 600 points of sale: medical cannabis in Morocco continues its structuring”


Five years later l’adoption of law n° 13-21, the Morocco continues to develop its legal cannabis sector. The country announced that it had recorded more than 140 cannabis products, manufactured by Moroccan pharmaceutical laboratories and approved by l’Moroccan Agency for Medicines and Health Products (AMMPS).

According to Mohamed El Guerrouj, general director of the’National Agency for the Regulation of Cannabis-Related Activities (ANRAC), these products are already available in more than 600 approved points of sale across the Kingdom. This announcement was made during the first scientific conference devoted to the therapeutic use of cannabis, organized in Rabat by ANRAC and the Moroccan Society of Medical Sciences (SMSM).

A sector still largely driven by culture

The expansion of the legal cultivation of cannabis remains at the heart of Morocco’s strategy. According to ANRAC, the country produced almost 2,000 tonnes of dried cannabis in 2025, 10% more than the previous year.

The licensing system also continues to expand. In total 5,765 active licenses were registered for the 2025 season, including 5,492 cultivation permits benefiting more than 5,300 farmers. Other licenses cover seed processing, transportation, marketing, exports and imports.

For the Moroccan authorities, these figures demonstrate the gradual transition from a historically informal cannabis economy to a regulated and traceable industry. The aim is not only to provide legal opportunities to farmers in traditional production regions, but also to create an ecosystem capable of meeting pharmaceutical standards and international market requirements.

The sector today remains heavily focused on agricultural production. As culture becomes structured, the processing and development of high value-added therapeutic products are still in their infancy.

Medical research and adoption remain major challenges

Despite the growing number of registered products, Moroccan officials recognize that the therapeutic use of medical cannabis in Morocco remains limited.
