Cannabiz Africa Digs Into Rwanda’s Secretive Export Only Cannabis Policy

On 24 July 2026, Rwanda’s Cabinet, chaired by President Paul Kagame, approved a concession agreement between the Government of Rwanda and a company called InipasvalleyRw Ltd for something called the High-Value Therapeutic Crops Project.

That’s it. That’s the whole public record so far.

The New Times in Kigali reported the approval three days later, and readers combing through the accompanying cabinet resolutions summary found it sitting next to approvals for the Rwanda Institute of Computing, a digital payments platform called eKash, and the Rwanda Food Innovation Ecosystem Strategy.

Nobody at the Rwanda Development Board has said whether therapeutic crops means cannabis, and when The New Times asked RDB’s CEO directly, the question went unanswered.

That ambiguity is worth sitting with rather than rushing past. Rwanda has used exactly this kind of language before to describe its medical cannabis program in official documents, so the pattern-match is reasonable. But therapeutic crops is also a term broad enough to cover artemisia, moringa, or any number of pharmaceutical botanicals Rwanda has been courting investment for.

This piece treats the InipasvalleyRw concession as an open question, not a confirmed cannabis deal, because that’s what it currently is.

What isn’t ambiguous is the five years of groundwork underneath it. Since 2021, Rwanda has been quietly assembling a licensed medical cannabis export sector, methodically, without any of the noise around recreational legalization that dominates cannabis coverage elsewhere.
