The exclusions determine the reach of those permissions. A person without private space can’t use the cultivation route. Someone without medical approval can’t use the clinical route. A small supplier can’t use the commercial route. A community cultivator without capital can’t cross the licensing threshold.
Rights recession can occur without formal repeal. Governments restrict routes, add conditions, exclude product forms, and raise the cost of lawful participation. Licensed capital then follows the lawful route, meeting the demand created by recognition while ordinary people remain prohibited from supplying one another.
