Apply to Serve on Rules Advisory Committee for Psilocybin Testing

The Oregon Health Authority (OHA), Public Health Division, is seeking participants to serve on a Rules Advisory Committee (RAC) to discuss changes to psilocybin product testing regulations.

This RAC is led by the Oregon Environmental Laboratory Accreditation Program (ORELAP) with a representative from Oregon Psilocybin Services (OPS) in attendance. This rulemaking is separate from the RAC convened by OPS scheduled to meet in early July.

This RAC will meet virtually via Zoom on August 19, 2026, from 1:00 to 5:00 PM (and August 21, 2026, from 10:00 AM to 12:00 PM if more time is needed).

This RAC will meet to discuss proposed rules on the following topics, along with other minor housekeeping and technical fixes to rules found in Division 64 – Accreditation of Laboratories:

  • Adding initial calibration verification (ICV) and continued calibration verification (CCV) to the acceptance criteria in 333-064-0140 Exhibit D
  • Changing the equation for total potential psilocin to total psilocybin equivalent
  • Adding requirements for calculating and reporting low-dose psilocybin products
  • Adding significant figures to action limits for analytes
  • Clarifying rules around testing, calculations, and rounding
  • Clarifying rules around reporting requirements

The proposed rule changes listed above are summaries and may not represent the full scope of potential rule changes.

RAC members provide input on proposed administrative rules before they become effective and are an important part of the rulemaking process. RACs are comprised of individuals who have subject matter expertise, lived experience and who are likely to be affected by the proposed rules. The RAC process is designed to include a diversity of opinions and viewpoints. In addition to providing recommendations, RACs evaluate fiscal and racial impact of the proposed rules.

If you would like to apply to serve on this RAC, please complete the RAC Application no later than July 15, 2026.
